Keep in mind that staff do not necessarily need to be full time employees
A clear structure adds credibility. Organizations will be more inclined to work with you if they understand where they "fit" in.
Update your structure regularly and be flexible. It should make sense from a communication and coordination standpoint.
Developing a list of Roles & Responsibilities for membership will help organizations budget resources and time as well as eliminate surprises
The formalization of the infrastructure (staff, funding, governance, etc.) will help to sustain ongoing continuity and establish legitimacy of the coalition.
